Jill Oettinger - Chief Executive Officer

Jill Oettinger earned a Bachelor of Science degree in Nursing from Azusa Pacific University in California and worked as a registered emergency nurse in various hospital settings and in the community conducting outreach to at-risk populations. Ms. Oettinger’s interest in working at the community level brought her to GSCS as a Board member in 1986. In 1996, she assumed the leadership of the agency and has provided oversight of its expansion to an organization serving 5,000 individuals at 14 sites in South Texas.

Bette Boyd - Executive Assistant and Director of Board Affairs

Bette Boyd joined the agency in 1998, and works closely with the Chief Executive Officer and the Management Team, and provides staff support to the Board of Directors of GSCS as well as regional advisory boards and committees. She received her Bachelor of Arts Degree in Sociology from Texas Tech University.

Tony Cerna - Chief Accounting Officer

Tony Cerna’s educational background includes a Bachelor’s Degree in Business Administration with a concentration in Accounting from the University of Texas at San Antonio. Prior to joining the agency in 1998, Mr. Cerna had 34 years of experience working with non-profit organizations, Federal, State, and City grants, including those as Financial Director for Goodwill Industries of San Antonio.

Jennifer Cook – Youth Services Program Manager

Jennifer Cook has a Bachelor’s Degree in Computer Information Systems from St. Mary’s University, where she was on the basketball team, and a Master’s Degree in Business Administration from Walden University. Jennifer has been with the agency since 2002 and oversees all of the non-government youth programs in San Antonio, Pharr, Bandera and Corpus Christi. She is also a trained facilitator for both CPI and the Search Institute.

Rachel Dillon - Director of Human Resources

Rachel Dillon joined the agency in 2007, and oversees all facets of the Human Resources Department including recruitment, staff training and development, benefits administration, personnel policies and procedures, and employee relations. Ms. Dillon holds a Bachelor of Science Degree in Human Resource Development with a Minor in Labor and Employment studies.

Desiree Norman - WIA Program Director

Desiree Norman is responsible for the oversight of Workforce Investment Act youth services in 12 counties served by Workforce Solutions Alamo and Workforce Solutions South Texas. Ms. Norman holds a Masters Degree in Clinical and Counseling Psychology from Southern Methodist University and has completed additional post graduate hours in the field of School Psychology.

Cristina Reyna – Adult and Family Services Program Manager

Cristina Reyna is a Licensed Master Social Worker. She oversees all senior activities, immediate assistance, case management services to adults and families, and supervises Social Work interns. Mrs. Reyna earned a Bachelor of Arts degree in Sociology and a Masters Degree in Social Work from the University of Texas at San Antonio.

Mary Carolyn Watson - Development Director

Mary Carolyn Watson directs development submissions, projections, volunteers, fund-raising, public relations, communications and special events. She earned a Bachelor of Arts degree at the College of William and Mary in history and English and a Master of Arts degree in Public History from the University of South Carolina.
